Visa's Commercial Enhanced Data Program

Visa’s Commercial Enhanced Data Program (CEDP) launched in April 2025 to review Level 3 data being sent by merchants to ensure data quality. CEDP aims to improve data quality for commercial card transactions, providing merchants with opportunities for lower interchange rates.

How CEDP works

When a merchant populates the fields for Level 3 data, a CEDP flag is attached to the transaction which signals Visa to review the data in the transactions to ensure data quality. Product 3 eligible transactions have an opportunity to receive preferred interchange rates through the lagged interchange process. In this process, Visa will review the transaction 10-15 days after the transaction settles and, if it passes CEDP checks, the preferred interchange rate will be applied.

The CEDP flag is not required for Level 2 transactions and existing criteria remains through April 2026 for Level 2 transactions. These transactions still pay the 5bps CEDP fee (detailed in Pricing below).

Important dates

  • April 2025 – CEDP launched and introduction of CEDP fee.
  • October 2025 – New Product 3 Interchange rates go into effect.
  • January 2026 – Increased Small Business Interchange rates go into effect.
  • April 2026 – Level 2 interchange incentives sunset.

Pricing

CEDP program fee: 5 bps

Fee is charged per transaction when the CEDP flag is present, and the transaction is reviewed by Visa. This fee went into effect April 2025. This fee will be a pass-through scheme fee for IC+ and IC++ merchants. This is also charged for transactions with L2 eligible data (tax).

Revised interchange rates under CEDP went into effect October 2025.

For L3 rates, the transaction must:

  • Be a U.S. Commercial (Corporate, Purchasing, Fleet, or Small Business) credit transaction
  • Include the CEDP flag (for Product 3/Level 3 and Large Ticket)
  • Submit enhanced data meeting Visa Enhanced Data Services File Specifications

If a merchant does not qualify for CEDP rates, they will typically pay Commercial CNP rates: 2.70% + $0.10.

Definitions

Eligible Card Type for Product 3 Interchange (CEDP): US Domestic Visa Commercial Cards (commonly referred to as “Visa Commercial” in CEDP documentation, which include:

  • Corporate Credit
  • Purchasing Credit
  • Fleet Credit (with certain exclusions)
  • Small Business Credit

‘Corporate / Purchasing' category is when a corporate or purchasing card is used for the transaction, instead of a business card. There are no spending tiers for corporate and purchase cards.

Small Business: Business Credit (G and G3), Signature Business (G1) and Infinite Business (G4)

Large Ticket: Typically the transaction amount where it is advantageous from an interchange perspective for the merchant to submit the transaction as Large Ticket is approximately $7,756. Maximum amount allowed: $10MM. Applies to Purchasing and Corporate card transactions.
