Amendments to the PayPal Alternative Payment Methods Agreement Services Addendum

Effective September 29, 2025

  • The section titled “Your liability to us” and Annex 1 of the PayPal Alternative Payment Methods Agreement are being updated to clarify that reversals can include missing funds. Annex 1 is also being clarified to indicate which payment methods could be subject to missing funds. This notice is applicable to sellers only.

Amendments to the Combined Financial Services Guide and Product Disclosure Statement (CFSGPDS)

Effective 27 May 2025:

We are updating certain fees for receiving Commercial Transactions under clause 18.4 of the CFSGPDS as follows:

If you have a negotiated merchant agreement with PayPal (“Merchant Agreement”) that amends the pricing for any of the above transaction Types (each transaction Type with such amended pricing under Merchant Agreement, “Relevant Transaction Type”), then the above New Pricing for any Relevant Transaction Type will not be applicable to your PayPal account and any pricing will be applied and dealt with in accordance with your Merchant Agreement.

Notice of Amendment(s) to the PayPal Pay in 4 Facility Agreement

Effective 21 May 2025:

  • We are amending the maximum amount of credit that may be provided under the Agreement from AU$2,000 to $1999.99 (Credit Limit) and the Pay in 4 Facility can be used for Eligible Purchases of at least AU$1 (no longer AU$30).
  • We are revising the definitions of some of the terms we use in the Agreement, including to reference the Financial Table at the start of the document. The Available Credit definition is changing to mean the amount of credit available to you under the Pay in 4 Facility. This amount will reflect your Credit Limit less the Outstanding Balance and any Transaction Amount that has not yet been processed to your Pay in 4 Facility.
  • We are clarifying that the date the Pay in 4 Facility is entered into is on the day you first agree to the terms of the Agreement.
  • We are clarifying that we may not accept the use of Pay in 4 for certain purchases in order for us to manage material risk, which includes material credit risk.
  • We are amending the terms to require you to immediately pay us any amount owing under the Agreement that exceeds the Credit Limit, in the event that this occurs, which may require payment outside the Repayment Plan under the Agreement.
  • We are clarifying that the Agreement constitutes an offer to you that you can accept by checking the tick box during the online PayPal Pay in 4 application process.
  • We are noting that PayPal has made an election under subsection 133BXA(1) of the National Consumer Credit Protection Act 2009 (Cth) that covers this Agreement, under which PayPal has agreed that Part 3-2BA of that legislation (relating to modified responsible lending obligations applies to it in relation to low cost credit contracts).
  • We are amending the notice that we must provide to you for any change to any fees or charges payable under the Agreement to be 45 days (instead of 20 days) unless the change is a reduction in the amount or time to pay the fee or charge.
  • We are clarifying that we may also commence enforcement proceedings where you are in default under the Agreement and we have provided you with notice and at least 30 days to fix the default.
  • We are clarifying the way that we will provide you with statements of account – we will notify you by email every 3 months that an electronic statement of account showing your Pay in 4 Facility activity in real time, including details of historical Repayment Plans, is available.

Amendments to the PayPal User Agreement

Effective 13 January, 2025:

  • We are updating the “Your use (as a seller) of personal data; Data protection laws” section of the PayPal User Agreement to remove any duplicative language and improve clarity.
  • We are clarifying that merchants are permitted to share customer personal information provided to them by PayPal with their service providers. We are also asking that merchants acknowledge they have the rights and authorities to share personal data with PayPal. This is a requirement under existing user agreement for merchant to comply with applicable data protection laws.

Amendments to the PayPal Seller Protection Program

Effective 13 January, 2025:

  • We are revising the ‘Basic Requirements’ for the Seller Protection program to include integration requirements for sellers who have integrated a PayPal Checkout product with their website.
  • We are revising PayPal’s Seller Protection Program to extend eligibility to Guest Checkout transactions received by accounts registered in certain markets.

Issued: 20 November 2024

Amendments to the Privacy Statement for PayPal Services

Effective 23 December, 2024:

  • We are now offering package tracking as part of the PayPal services and we are updating our privacy statement to clarify that we may receive package tracking information from merchants when you pay with PayPal or from your email when you provide consent.

Amendments to the PayPal Buyer Protection Program

Effective 1 July, 2024:

  • We are revising PayPal’s Buyer Protection Program to exclude Non-Fungible Tokens (NFTs) from eligibility.
  • In addition to meeting all other eligibility requirements for PayPal’s Buyer Protection Program, disputes asserting Significantly Not as Described claims must be opened by the buyer in the Resolution Centre within 30 days of the delivery or fulfilment of an order or within 180 days of the date a payment was sent by the buyer to the seller, whichever is sooner. The timeframes for opening other disputes asserting other claim types (including Item Not Received, Unauthorised Transactions, or other errors) are not changing at this time.

Amendments to the PayPal Seller Protection Program

Effective 1 July, 2024:

  • We are revising PayPal’s Seller Protection Program to exclude from eligibility Non-Fungible Tokens (NFTs) with a transaction amount of:
    • $10,000.01 USD or above (or equivalent value in local currency as calculated at the time of the transaction);
    • $10,000.00 USD or below (or equivalent value in local currency as calculated at the time of the transaction), unless the buyer claims it was an Unauthorised Transaction and the transaction meets all other eligibility requirements.

Amendments to the Alternative PayPal Payment Method Agreement

Effective 28 May, 2024:

  • SOFORT is no longer available as an alternative payment method and is removed from the list of alternative payment method providers contained in Annex 1 of the PayPal Alternative Payment Methods Agreement.

Effective 20 February 2024

  • We are revising PayPal’s Seller Protection Program to exclude from eligibility Item Not Received claims filed by buyers as chargeback claims with their card issuers for card-funded transactions.

Amendments to the Combined Financial Services Guide and Product Disclosure Statement (CFSGPDS)

Effective 20 February 2024:

  • We are updating the fees for Commercial Transactions processed through QR Code in person under clause 18.4 by (i) removing the transaction amount threshold of $10.00; (ii) removing the Fixed Fee component; and (iii) updating the variable rate component of the fees. Amendments to the PayPal Payouts Terms and Conditions

Effective 20 February 2024:

The PayPal Payouts Terms and Conditions are being updated to clarify existing product functionality, including:

  • Eligibility requirements for recipients of payouts to successfully receive payouts
  • Clarifying the respective responsibility of PayPal and senders with regard to payouts made using the PayPal Payouts product

In addition, the updates provide that:

  • PayPal may require evidence of express recipient consent to receive communications in connection with payouts 
  • Customers must confirm that provision of information to PayPal does not constitute a sale of data to PayPal under applicable law
  • Customers may not imply PayPal sponsorship or endorsement without prior permission; seek to obtain PayPal user credentials

Amendments to the PayPal User Agreement

Effective 8 November 2023:

  • We are clarifying that where you make a donation that is subject to the PayPal Fundraisers Terms, it is the fees in those terms that apply to the donation. We are doing this by amending the User Agreement to provide that donations made in accordance with the PayPal Fundraisers Terms are subject to the fees in those terms.
  • We are removing the clause titled “Your responsibility to notify PayPal of pricing or fee errors”. That clause should be treated as though it had never formed part of the PayPal User Agreement.

Amendments to the Combined Financial Services Guide and Product Disclosure Statement (CFSGPDS)

Effective 8 November 2023:

  • We are clarifying how domestic transactions and cross border transactions are defined. We are doing this by amending the definition of Domestic Transaction and Cross-border Transaction in Part 3: Definitions.
  • We are clarifying that where you make a donation that is subject to the PayPal Fundraisers Terms, it is the fees in those terms that apply to the donation. We are doing this by clarifying that the term ‘donation’ as used in the definition of ‘Commercial Transaction’ in Part 3: Definitions excludes donations that are sent or received subject to the PayPal Fundraisers Terms and Conditions.
  • We are clarifying that the micropayment pricing fees set out in clause 18.6 only apply to a certain category of customers. We are doing this by including a statement in clause 18.6 describing to whom this clause applies.
  • We are changing the Micro QR Fixed Fee for Taiwan New Dollars (TWD) to decrease it from TWD1.50 to TWD1.00. We are doing this by changing the fee disclosure in the relevant box of the table in clause 18.8.
  • We are removing clause 18.26 titled “Your responsibility to notify PayPal of pricing or fee errors”, and renumbering all subsequent clauses. That clause should be treated as though it had never formed part of the CFSGPDS.

Amendments to the PayPal Online Card Payment Services Agreement 

Effective 15 November 2023:

  • The Advanced Credit and Debit Card Payments suite of functionality may include the ability to integrate eligible third-party wallets as add-on features. We’re revising our terms to indicate that if you choose to integrate such add-on features, you agree to the applicable third-party terms via your acceptance of the PayPal Online Card Payment Services Agreement. Such acceptance includes your acknowledgement and agreement that such third-party features and terms are provided, updated, and notified solely by the relevant third party and not by PayPal.
  • We are adding terms and conditions for the Account Updater functionality, which will be provided as part of the Advanced Credit and Debit Card Payments suite of functionality to eligible merchants to allow them to update their customers’ eligible card data stored with PayPal. This would enable seamless processing for recurring payments and other eligible transactions in the future.

Effective 15 November 2023:

Amendments to the Combined Financial Services Guide and Product Disclosure Statement (CFSGPDS)
Effective 21 February 2023:

  • We are removing the words “and Invoicing” from the following clauses:
    • 18.4 – Receiving Commercial Transactions
    • 18.5 – Receiving fees for Registered Charities and Not-For-Profit Organisations
  • The fees for receiving transactions using PayPal’s Invoicing service will be charged in accordance with the existing fees for the relevant payment type used to send the transaction, as set out in clause 18.4 or 18.5 (as applicable).

Effective 1 January 2023:

  • Due to Croatia’s currency changing from the Croatian Kuna (HRK) to the euro (EUR) from 1 January 2023 by operation of law, references to HRK in all our terms and conditions will be deemed removed and replaced by EUR from this date.

Amendments to the PayPal User Agreement
Effective 7 November 2022:

  • We are clarifying that PayPal may be required to place limitations on your account and/or withhold on certain gross payments received if you do not provide required tax-related information.

Amendment(s) to the PayPal Refunded Returns Service General Conditions of Use

Effective 26 November 2022:

  • We are discontinuing PayPal’s Refunded Returns Service for all Australian PayPal users. This means you will not be able to use the Refunded Return Service including lodging any new refund claims from the above effective date. If you initiated a refund claim using the Refunded Return Service prior to the above effective date, then the PayPal Refunded Returns Service General Conditions of Use will continue to apply until the claim is processed. Amendments to the PayPal User Agreement

Effective 19 September 2022:

  • Business accounts will not be able to receive personal transactions and PayPal accounts will not be able to send personal transactions to business accounts. Whilst we are updating our User Agreement in relation to this change on the above effective date, we will only implement this change from 31 October 2022.
  • If you integrate or reference PayPal services on your website, we are clarifying that PayPal may use automated technologies (e.g., website crawling) to assess your website to ensure compliance with the user agreement and to combat fraud.
  • We are clarifying that if you post or publish any content on our platform or using our services that violate our Acceptable Use Policy, we may reject or remove that content from our platform or services. This is in addition to other actions we may take for violations of our Acceptable Use Policy.

Amendments to the Combined Financial Services Guide and Product Disclosure Statement (CFSGPDS)

Effective 19 September 2022:

  • Business accounts will not be able to receive personal transactions and PayPal accounts will not be able to send personal transactions to business accounts. Whilst we are updating our online agreements in relation to this change on the above effective date, we will only implement this change from 31 October 2022.
  • We have added additional currencies and the corresponding minimum and maximum fees for withdrawing balance to an eligible linked debit card or bank account under clause 18.20.

Amendments to PayPal Fundraisers terms (previously Generosity Network)

Effective 19 September 2022:

  • Generosity Network is being renamed as PayPal Fundraisers, and we're updating all relevant references accordingly. 
  • We are changing the applicable fees for Personal Fundraisers that are Unlisted Fundraisers where:
    • the applicable standard personal transaction rates, and all other applicable fees for personal transactions set out in the CFSGPDS will apply for sending donations (please note, whilst there will be no fees if the transactions are funded by PayPal balance or linked bank account, in some cases, in particular if the transaction is an international donation, there may be an increase in transaction fees compared to the current fees for sending donations to a PayPal Fundraiser); and
    • the Fundraiser Creator will not be charged a fee for receiving donations.

Amendments to PayPal Acceptable Use Policy 

Effective 19 September 2022:

  • We are expanding the existing list of prohibited activities to include activities that involve the publication of certain harmful content.

Effective 17 June 2022, we are:

  • removing references to business fundraisers in the Generosity Network terms to reflect that only users with personal accounts may create fundraisers on Generosity Network.

Amendments to the PayPal Pay After Delivery (PAD) Agreement

Effective 17 June 2022, we are:

  • discontinuing Pay After Delivery (PAD) as a payment option for all Australian PayPal users. This means you will not be able to use PAD for any new transactions from the above effective date. If you initiated a transaction using PAD as a payment option prior to the above effective date, then the PayPal PAD Agreement will continue to apply until the PAD payment is completed. When all PAD customer payments have been processed the PayPal PAD Agreement will be removed in its entirety from our websites. Amendments to the PayPal User Agreement

Effective: 10 December 2021

We are:

  • Relocating PayPal’s Buyer Protection program and Seller Protection program terms to separate web pages. These program terms are accepted at the time you agree to the User Agreement and remain part of the User Agreement. The relocation is intended to make the terms easier to locate and navigate.
  • Revising PayPal’s Seller Protection program to clarify that proof of shipment and proof of delivery also must include an online verifiable tracking number.
  • Clarifying that abuse of our online dispute resolution process, PayPal’s Buyer Protection program, and / or PayPal’s Seller Protection program are restricted activities as defined under our User Agreement.

Amendments to the PayPal User Agreement

Effective: 21 September 2021

  • We are revising PayPal’s Seller Protection program to clarify eligibility for certain claims involving travel tickets sold by the travel carrier.
  • We are requiring sellers to notify us of any pricing errors or discrepancies within sixty (60) days from having access to their account statement(s) or other account activity information. 
  • We are also updating the complaints handling section to align with the upcoming regulatory changes that will come into effect on 5 October 2021.

Amendments to the Combined Financial Services Guide and Product Disclosure Statement (CFSGPDS)

Effective: 21 September 2021

  • We are requiring sellers to notify us of any pricing errors or discrepancies within sixty (60) days from having access to their account statement(s) or other account activity information. Otherwise, such statement will be binding and final and PayPal is entitled to not make any corrections (unless otherwise required by law).
  • We are also updating the complaints handling section to align with the upcoming regulatory changes that will come into effect on 5 October 2021.

Effective: 21 September 2021

Amendments to the Money Pool terms and conditions

Effective: 30 September 2021

PayPal will retire the Money Pool Service as of 8 November 2021, and:

  • the ability to create new Money Pools will be disabled on 30 September 2021;
  • all open Money Pools will have a maximum duration of 30 days applied from 30 September 2021, and will expire on 30 October 2021 (or earlier if you have set an earlier expiry date for your Money Pool);
  • you will need to move any money from your existing Money Pool into your PayPal balance before 8 November 2021. Otherwise, we will move any remaining money for you into your PayPal balance after that date;
  • if you currently are or have been a Money Pool organiser, please keep a copy of the list of contributors to your Money Pools for recordkeeping. Records of your Money Pool will no longer be available after 8 November 2021.

Notice of amendments to Direct Debit Request Service Agreement

This notice applies to PayPal customers who have linked a bank account to their PayPal account.

At the time of linking your bank account to your PayPal account, you provided us with a request and your authority to direct debit your bank account each time you selected your bank account as a funding source for making payments using PayPal (“Direct Debit Request”). You also accepted the terms of the Direct Debit Request Service Agreement, which sets out your rights and responsibilities in relation to your Direct Debit Request.

We are making some changes to the form of Direct Debit Requests and our Direct Debit Request Service Agreement which clarify and provide further information on how you can manage your direct debit authorisation. These changes will be effective on 25 June 2021 and will apply to bank accounts that have been linked to your PayPal account.

Amendments to the PayPal User Agreement

Effective: 12 March 2021

  • We are revising the listed exclusions to PayPal’s Buyer Protection and Seller Protection to be globally consistent and to clarify which transactions are eligible for protection and which transactions are not eligible for protection including how guest transactions will be treated under the Seller Protection program.
  • We are revising PayPal’s Seller Protection so it does not apply where a merchant ships a physical item or fulfills a purchase order more than two days after being notified by PayPal that the transaction is being disputed, reversed, or is otherwise unauthorised.
  • We are clarifying our PayPal Payouts and Mass Pay services terms, including that they may only be used to make multiple or bulk payments, not individual or other ineligible payments, and that merchants are responsible for obtaining the applicable consents from their payout recipients.
  • We are clarifying PayPal’s data protection roles and responsibilities in connection with the processing of personal data using the PayPal services.

  • We are expanding our Seller Protection Policy to include digital goods, and further clarifying the terms and conditions with respect to the coverage of intangible items under our Seller Protection Policy.
  • We are clarifying that our Seller Protection Policy does not cover Unauthorised Transactions initiated in an environment not hosted by PayPal.
  • For “Significantly Not as Described” claims under our Seller Protection Policy, sellers may not receive the item back, or may be required to accept the item back and pay for the return shipping costs.
  • We are adding payments made in respect of gold (in physical form or in exchange-traded form) to the list of ineligible items and transactions under our Seller Protection Policy.
  • Items intended for resale, including single item transactions or transactions that include multiple items, are not eligible for reimbursement under our Buyer Protection Policy.
  • To be eligible for our Buyer Protection Policy, buyer must attempt to contact the seller to resolve their issue directly prior to filing a claim with PayPal.
  • We are also clarifying how in-person QR code transactions will be dealt with under our Buyer Protection Policy and Seller Protection Policy.

We are changing the PayPal currency conversion fee to 4% for converting all currencies (including US and Canadian dollars), for transactions that involve a PayPal currency conversion when you pay for goods or services, receive a refund (beyond 1 day from the original payment) or send money. For all other transactions involving a PayPal currency conversion, we are changing the PayPal currency conversion fee to 3%.

We are updating the PayPal User Agreement and Combined Financial Services Guide and Product Disclosure statement (PDS). The changes described below will go into effect on July 10, 2019. There is no action needed from you, as the changes will be effective from this date. In the event you would prefer to decline the changes by closing your account, you can do so prior to the effective date and the changes will not apply to you.

 

Amendment applicable to Buyers

  • If PayPal performs a currency conversion for your purchase, and the purchase is refunded at a later date, PayPal will perform a currency conversion for the refund at the transaction exchange rate (including a currency conversion fee) in effect on the date of the refund.

 

Amendment applicable to Sellers

  • PayPal may use any of the payment methods linked to a seller’s PayPal account to prevent the seller’s account from becoming negative when there are not sufficient funds in the account for seller refunds, reversals and chargebacks.

AMENDMENTS TO THE PAYPAL ACCOUNT USER AGREEMENT

We are updating the PayPal User Agreement, and the Combined Financial Services Guide and Product Disclosure Statement (CFSGPDS). These changes will go into effect on May 6, 2019. If you agree to these changes, you don’t have to do anything. If you don’t agree with these changes, you may close your account. If you close your account before May 6, 2019, the changes will not apply to you.

  • We’re removing the flat rate pricing for sending money to friends and family members who have PayPal accounts in a country other than the Australia and introducing a new variable fee of 5% based on the amount you send with a minimum of 0.99 AUD and a maximum of 5.99 AUD per transaction. We’re also removing any variation depending on the recipient’s country.
  • We’re changing how we treat refunds. If you refund (partially or fully) a transaction to a buyer or a donation to a donor, there are no fees to make the refund, but the fees you originally paid as the seller will not be returned to you.
